Garbage day is normally bright and early Friday mornings but when I came home Saturday I saw this when I went to take out some trash. I feel this is a legitimate public health and safety concern that needs to be addressed.

OMG! This is exactly why my condo development does not have dumpster.

It isn't a dumpster, that would be four or five garbage cans over following.
